Regarding (6), it is absolutely in scope. We are not starting from horse and buggy days. People already have cars and might buy a Tesla to save energy before the previous car is at end of product life, which is likely to be counterproductive. Perhaps (6) should be removed from the list and put in a paragraph. I'll agree there. Items 1-5 are important factors to include in any unbiased analysis. ...
